CIV, she's actually called "Atta Mama" -- or at least, the animation is called that. It's made in Japan but is very popular in Korea. It's so well done that I can understand it even without knowing the (dubbed-in) Korean, and it's very funny.
I never heard of Milk Bottle Woman or saw that cartoon before. But your drawing looks a lot like her. Nice job.
